1. Request Approval of Meeting Minutes

• January 10, 2023 Lake County Board of County Commissioners Agenda Item VII. A.

2. Request Adoption of Resolution No. 2023-07, Utility Billing Accounting 36 Adjustment. The City provides utility services to customers up front and billing is settled later. Since services are provided before receiving payment, the City has some customers that do not pay for the services provided. When this occurs, staff reaches out to the customer to try to collect the outstanding payment, using methods including follow-up notices and phone calls to remind them of the outstanding balance and encourage payment. However, the longer the customer account goes without a payment, the less likely that any payment at all will be received. The City has determined it is in its best interest to adjust the applicable accounts for the purpose of more closely aligning the receivables with the actual collectible balances. The total adjustment is $15,092.90.

3. Request Approval of Piggyback Agreement Between the City of Mount Dora and I.C. System, Inc. Related to Collection Services. The City of Ocala competitively solicited and negotiated an agreement with I.C. System, Inc. for debt collection services. The City of Mount Dora desires to enter into a contract with I.C. System, Inc. under the same terms and applicable conditions as that agreement with the City of Ocala. There is no budget impact on using this collection agency.  Their compensation for services is paid directly by the delinquent customer in addition to the principal balance due and owed by the customer. This can result in an increase in cash to the City.

4. Request Approval of the Agreement Between the City of Mount Dora and Library Interiors of FL for Library Shelving and Installation. This is a request for City Council to approve the agreement between the City of Mount Dora and Library Interiors of FL for library shelving and installation. The Library Shelving Expansion project will provide much-needed additional capacity for two adult collections. The funds are budgeted at $68,000.00 utilizing Library Impact fees. The remaining $1,915.42 needed will be added as an item in the Mid-Year Budget Amendment. 

5. Request Approval of the Piggyback Agreement between the City of Mount Dora and Rep Services, Inc., Related to Various Playground Equipment. Clay County competitively solicited and negotiated an agreement with Rep Services, Inc. for various playground equipment.  The City of Mount Dora desires to enter into a contract with Rep Services, Inc. under the same terms and applicable conditions as that agreement executed by Lake County. This is for the purchase and installation of playground equipment, repair parts, and ballfield lighting as needed in city parks. The RFP is awarded to multiple distributors and provides a percentage discount off MSRP pricing as well as an installation discount.

6. Authorization for the Mayor to Sign two Estoppel Certificates for Mount Dora Solar I, LLC. This request is for City Council to authorize the Mayor to sign the Purchase Power Agreement and Licensor Estoppel Certificates for Mount Dora Solar I LLC. 

7. Rescheduling the April 4, 2023 City Council Regular Session Business. The Florida League of Cities is hosting Legislative Action Days in Tallahassee on April 3-5, 2023. This annual event provides city officials with a valuable opportunity to advocate for Home Rule and city appropriation requests. Due to Councilmembers' attendance at this event, it is more than likely a quorum will not be met at the April 4, 2023 City Council Regular Session. Section 8 of the City of Mount Dora Charter allows the rescheduling of City Council meetings in order to avoid a lack of quorum or to comply with special circumstances. According to the City Charter, this rescheduling must take place by motion and majority vote. Staff suggests business scheduled for the April 4, 2023 City Council Regular Session be addressed at the meeting scheduled for March 21, 2023, or at the next regularly scheduled City Council meeting after April 4th, which takes place April 18, 2023.

ACTION ITEMS

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request adoption of Final Reading of Ordinance No. 2023-02, Orange Lake Development, LLC (Rezone to C-2A). The applicant is requesting a change of the zoning district from PL/I (Public Land/Institutions) to City C-2A (Peripheral Commercial) for approximately 2.11 acres located on the south side of U.S. Highway 441 and East Crooked Lake Drive. During the December 21, 2022, Planning and Zoning Commission meeting, the applicant changed the request from a C-3 to a C-2A zoning district. The C-2A is a less-intense commercial district.

DISCUSSION ITEM

1. Parking Ticket Fines - Due to ongoing complaints regarding boat trailer parking near the Tremain Street boat ramp, the City is exploring the idea of establishing certain specific parking violations and implementing an enhanced fine to reduce intentional parking violations and to improve roadway safety.
